Romans 9:18
Therefore has he mercy on whom he will , and whom he will he hardeneth.

Context
16 So then not of him that willeth, nor of him that runneth, but of Elohim that sheweth mercy.
17 For the scripture says unto Pharaoh, Even for this same purpose have I raised you up, that I might shew my power in you, and that my name might be declared throughout all the earth.
18 Therefore has he mercy on whom he will , and whom he will he hardeneth.
19 you will say then unto me, Why does he yet find fault? For who has resisted his will?
20 no but, O man, who art you that repliest against Elohim? Shall the thing formed say to him that formed , Why hast you made me thus?
